Public interest

If a site is controversial, or subject to scrutiny, then paper evidence is at least a comfort, & frequently essential to inform the public, defend decisions & limit responsibility. Timber producing operations are by nature contract governed, and thereby finite in time.

The data produced from a timber measurement exercise provides tight control of the contract, but it has a cost. This cost can be dispensed with in less sensitive situations, but can the control? Good management demands pre-emptive records & fine control.
